Lung Tutu to Consul-General,

General Lung presents his compliments to His Majesty's Tral Consul-General at Canton and has the honour to state that he

has bemrespectfully urged by the gentry, merchants, literati and

others of Canton to proclaim independence in order to avoid the horrors of war and to preserve peace.

General Lang has been unanimously elected Tutu of Kuang- -tung to carry on the Government. With a view to the maintenance of order in this district General Lung has no option but to

accede to the request of these bodies.

He has accordingly proclaimed independence today and

has given instructions to all Civil and Military authorities to give

thorough protection in accordance with the Treaties to all foreign

merchants, missionaries and others in this Province.

General Lung begs His Majesty's Consul-General to take

note of the action taken end to instruct the merchants and others of

his nationality as cerdingly.
